When a customer reaches checkout, they normally see two shipping options, "Standard" and "Plus"

INTL: $9.95

If you choose "Free Shipping" When publishing a product, a customer reaches checkout and will see "Free Shipping and "Plus". 

Free Shipping option, offers free shipping to your customer, but the Shipping cost we did not collect, is past onto you as additional base cost.
